I have played so far 7 games in civ3 from start to finish , i have always used captured workes but never saw any of this!.Some chinese workers were clearing pollution and when they finished they attack the city next to them!.One mech infantry unit hold them off and became elite.
Was the reason for this rebel the fact that i had used 10 ICBMs against their mother country, China?.
I want to know if this was the reason and if anyone else has ever experienced it, because i have seen anything about rebel workers in the manual.

Its a bug. Workers can't attack.
Are you using the 1.21f patch? I thought this bug was supposed to be squashed by now.
I have never run into it myself. I hear that if you reload from a save prior to the problem it will usually go away.

There should be something so that if a captured worker is in close proximity to their native borders, or units, there would be like a 50% chance or so of them reverting back to that civ's control.

Civs should also "command" through negotiations the return of all of their caputered worker POW's.

Well, ive seen liek 10 of my workers (who were automated building rail roads) run into a city and just drop dead for no reason. I didnt pay much note to weather or not they were captured, but i found it kind of odd that they were doing that. I didnt see my garrison attacking it, as a matter of fact i may have not had garisson at all in that city if i recall.

I seen the same thing Captured workers being attacked by Fortified Mech Inf. , But not lately since the patch. When it happened I restarted from the last auto save and it never happened again. It's just a bug but atleast a minor one.
