Neither Hydey (nor anyone else) has ever showed evidence of cheating. He has been Foreign Minister before, so his credentials for this position should be impeccable.

But maybe he can answer this concern.

I have never turned cheat mode on in any game in my life, I see no point in cheating myself and I can't think of any reason why anyone would want or need to use cheat mode for this democratic ( commo ) game.
When i was foreign minister in the past , many new embassies where built giving us vital information helping our civ.

I hesitantly vote yes. His previous achievements were few, but I think that was because shade did not obey him very much and that was not Hydey's fault.

Have they decided yet whether or not to seperate espionage and diplomacy (i.e. a Minister of Espionage who deals with diplos/spies and a Foreign Minister who deals with diplomacy)?

I expect the Foreign Minister to be intimately involved with espionage. The Foreign Minister is responsible for information about other civs, and I can't see that as separated from managing our diplomatic and spy organization. You wouldn't want that function in the hands of someone who might be interested in domestic concerns, right?

Hydey did his job when he was a former foreign ministry. But he was unlucky with Shade in asking for a lot of ambassies in a turn which was vital for our surviving. So ambassies had to be deleted.
The next turn, he tries to launch the first true polemic in the game,... which still leave traces !
So, in our communist country, he may be a good camrade, and if he failed, we'll have our first Moscow's trial. (I know the prosecutor ! )
Today, he has at least one new ambassy to be created !

Well, it was suggested in another thread that we seperate the two (diplo/spy and diplomacy) because they were too different to fall under the responsibility of one person.

nah, in any case the SMC controls much of the espionage too, especially sabotage, investigation, and bribery.

Sabotage, spying, and diplomacy can be done in areas where the SMC is not involved. In fact, it could be very vital that we have someone who is looking in "the other places" where our attention is lax.

Different departments have different interests, better to have a head of espionage who is not liked to any one department.

At that point of time that was what our civ needed most, information from embassies so we did not have to run around defending from civs that posed no real threat.

Hydey probably is right when he insists on ambassies.
But is it the time to spare one diplo for an ambassy in Babylonia ?

I notice that Thebes (Egyptian) has built Marco Polo's.
And Thebes is at the top of our list of cities to be taken from Egyptians !

Embassies will enable me to give vital information to our warmonger , I mean military genius, of a leader and all of the other ministers will benefit from information our spies may torcher/ bribe from our enemies.
