Will aircraft be able to fly over units? Tired of ads?

Can someone tell me if aircraft will be able to fly over ground units in Civ 3? That was one of the more illogical things in the previous versions, that you could only attack ground units or avoid them.

well, I have finished my modpack, It has no starting errors, but it is not fully tested yet. Ill upload it to CTP1 modpacks section anyway.

Can it be done for CTP2 Russian King?
I'm just in the process of selling CTP1 as I feel it's inferior to CTP2.
