Hmmm,
Graphics, ho-hum, not really important-they're already GREAT!!!
New privateer options: yes, yes, YES!!!! In principle.
1) I like your idea of attacking harbours, you should be able to get either gold or access to a specific resource/luxury for X turns (value of X would be in the editor!), causing the civ that owned the resource to lose it for the same amount of time!
2) Defintitely, if you "destroy" an enemy ship with a privateer, you should have an option to capture it (with 1hp remaining) or obtain a cash "reward"!
3) I like this idea, but it should also be a way of getting round embargoes! You just indicate what resource you're smuggling, go to an allies city (with or without a harbour) and drop off your goods. Privateers would have to be an invisible unit (like subs) for this to TRULY be effective.
Option 1) could work in the same way as spies did in CivII-i.e. you move into an "enemy" coastal city and either 1) Be told the city has no harbour! 2) Be told you were successful, in which case you get cash or resource/luxury. 3) You succeed, but suffer damage 4) You fail and suffer damage or 5) Your vessel is sunk!! The chance of success, and the amount of damage in the case of failure, would be dependant on the number and Attack strengths of enemy naval units!
Anyway, I hope M_M_X doesn't mind me expounding on his original,excellent idea!

Kinda odd, especially if the Americans were destroyed many years ago.
