Let's see...... Test of Time was just bad. Call to Power 1+2 weren't sequels (and they were bad) and SMAC is really completely different from Civ in a lot of ways. Try out the SMAC demo to see if you like it first. If you get REALLY desperate, try CTP2, but only if you can get it CHEAP.

Do you want to choose the best game here are my opinions. But you have to be aware that there isnt a game as involving as civ2 among turn-baseds games.
SMAC - Very good game although you have to like sci-fi and understand the future techtree. I recomend.
If you prefer a Earthly game i recomend one of the CTP's series.
If you buy CTP1 you gotta be ready to get a lot of mods. The game is too buggy and it became only playable after getting the 1.2 patch, the Celestial Dawn's mod (and all of its complements: CD's graphics and the 1.5 CD's Combo).
On the other side i fully recommend CTP2. I think it is a very good competitor of civ2. Despite minor changes made from its original version and the really ugly (i would say visual pollution) tile improvment of the Shopping Mall.
For both CTPs games i recommend the apolyton World map 28 and 24 civs
I never played Europa Universalis

In short no but then while SMAC requirements call for only a 133, I played it on a 100, 166, 300, and my new 766 and found that even though it runs even on a 100 that it was choppy until I used a 300. But I would go for it with a 166. It is a very good game.
But if your looking to play Civ III, there is no way that Firaxis will be able to make a game in today's competitive market that can run on a 166.

Alpha Century is the safe choice because it seems you either love or hat call 2 power.

Well, Alpha Centauri is pretty good, but if you're a Trekkie, get Birth of the Federation. It's a great game. Spent many a sleepless nights battling the Klingons. Although it's not quite accurate (compared to info in the series/movies) it's fun to bring a fleet of ships against a Borg cube.

Be careful. Some titles just put civilization in there title for the sales.

To Imgod2u: Birth of the Federation?! Now, that's probably the worst turn-based strategy game ever desived. It's slow, boring, and too resource-consuming. Did you try any other space conquest game?

Oh, it did have a few good ideas: minor civs, borders and simultanous actions. I also preffered it's colony management option to MOO2 (less micro-management, more control and made more sense). I also liked the "wonders", so to speak.
On the other hand, it was a few major step backwards. Let's skip technology and design and say that is because it's an existing universe. Ok. whats's up with diplomacy? That was way worse then MOO2.
The game was also too slow: upgrades were too costly, and population grew far too slowly. It took ages for your population to grow to a reasonable size. It would have been well if you could transfer population, but no! Technology didn't even help: it was just way too slow. Technology also took an unreasonable time to progress, and didn't give too many benefits when it did. Add this to the extreamly slow gameplay, and huge resource consumption... the game was just SSSLLLOOOWWW.... Arrgh. Even for a turn-based game.
