Paradoxial buildings and governments Support Apolyton buy from Amazon

There are certain things that certain governments should not be allowed to built but can do so anyway.

Such as the Mind Controller. Why should a virtual democracy be allowed to build this improvement?

Just like there are certain-gov-only units, how come anyone can build any improvement?

That's a good point. Is this the only improvement that has this conflict?
I don't know if improvements can be made gov-dependent or not.

I agree, there are a lot of conflicting situations that arise.... robototic plants in Ectopian societies, the Egalitarian act under Technocracy; it would be interesting to post this in the creation section and see what people come up with
