The city limit is causing havoc and I need to get rid of some cities. How do you do it?

As far as I can remember, you just press F1 to go to the Cities Screen, click on the city you want to get rid of, and hit the Disband button. Of course, the city has to have a population of no more than 3 or they won't let you do it. If that's the case, then I guess you should sell off all the improvemnts, change all your citizens to scientists (or whatever) and let them starve 'til they get down to 3.
Maybe there's a better way, but that's probably how I'd do it. Or find a new government

If you don't mind having an advantage over the AI, there is always that SLIC code that lets you instantly disband a city of any size.

You can also edit one of the text files and change the limit on city disbanding. I think its in Const.txt - maybe pop limit of 5 or something would better suit you?
Taking all the workers off the land will work too. Make them merchants or something. Once the food reserve is exhausted, the city will drop a pop point every turn - quite effective, especially if used in conjuntion with the first idea.
Alternatively, get extra cannons/battleships, and continue to shell the city for a few more turns before you take it. That way, you can kill more inhabitants. And if you're going to destroy it anyway, you could pillage all the improvements around it and starve it down...

Yes, the City_Disband_Size code doesn't work. That is why I created the City_Killer SLIC code.
