We must support Incas point here. Any military unit directly near foreign city is threat and not welcomed in world of peace.
Incas have changed policy toward Spaniards and lined themselves between civilized nations, so there is no reason to bully them.

I was not sure of why troops were positioned as such. Now I take it it was in response to the Incans actions against Spain. As that is no longer an issue I will recall our troops.
The Native Americans would be willing to sign a no-tresspassing agreement with the Incans if sent one.

We formed UN troops once when needed to convince Incas the way of war is not right way.
We strongly believe further pressure on Incas is unnecessary now. Just stay alert till final confirmation from Spaniards, that all agreed cities have been returned.
