Well, although we don't recommend mobilizing the economy, we are not totally against it, either, as we realize that having culture is no good if you can't defend it. So, we probably would support it, even if it did mean sacrificing temple build-time, but we would be in favor of limited mobilization usage only. In such a scenario, perhaps the older, already culturally-devolped and higher production cities could build most of the units, letting the new cities build their temples, then some units.

At STOP, We used to think we were Revolutionary,
but to paraphrase an old saying, "if a revolution occurs in the woods with no one around, does it make a sound...." 
Also, given the Culture Party and the Thinkers Guild, STOP appears to be Progressive or Liberal and not Revolutionary. 
Anyway, perhaps the three movements/parties/groups/affiliations can come up with a way to merge/unify/work together. 
Otherwise STOP, may succumb to external forces beyond their control .
