I have taken Marla's World Map and changed a few of the colors of the Civs. I just wanted Germany with Hitler to be red. When I do this, then try loading the scenario CIV crashes every time. I can then go back and load Marla's original .BIC and it will work fine, but anytime I edit anything in the rules, the game crashes and I can't play any of my changes.

That was not it, the solution is to extract this zip file into the Art\Units\Palettes directory. I have attached it and it allows you to use whatever colors you want for each civ.
