	Question Reguarding Sea Transportation Got spare money?

thhis might be a PRE-POLL thread.

Well, who gets to control sea units?

it's easy to say the military advisor should control destroyers and battleships, but at this juncture, i am referring to galleys and the like.

does the military advisor have the right to control all of them? does the imperial expansion minister?

the way i would do it, all galleys etc. will be created and the military advisor has control of them. the SMC can then "give", or "commission" a minister control over specific vessels.

i'd like to get this hammered out before we squabble over our first galley.

War Minister controls the ships, but the expansion etc. have a say in what we do with them. Unless you want to create a sort of Navy Office subdepartmentish thingy, with an appointed liason between the interested ministries.

i think another cabinet minister would just complicate the game even further than it has been complicated already

i'm just trying to hammer out a policy before we end up having another flame war.

Galleys are military units, the Military controls them. No need for a poll on that. If he wants to send some Settlers somewhere, he'll have to work with the IE Minister though.

exactly. the SMC could "give" the CTED a bunch of naval units, either for specific tasks for game-wide use.

	Increase the size of your Attachments

You could have the military commander apoint a naval chief (admiral) and an air marshal. They would do what the military commander told them. UberKruX (and successors) will act as commander land forces and all around coordinator, but on the huge map, arount 1900 there will be many naval units. If the military commander wants assistance, he should have the right to have it, but all must remember where the $ stops....

We shouldnt create more beurocracy, it just gets confusing. The War minister should control all units that attack, or protect cities.

If it turns out we are on a smallisland and need a navy, maybe we could have an admiral, but i really dont see an air commander, mostly because the game will probably be over before they become common.

but at any time the military could should , under special circumstances be able to get control of all the units , ...

and some privateers could be used just to contact nations , ...

The liaison would talk to the people, he would listen to the other ministers and try to coordinate.

I'm saying that we wont see any air units, as games usually are over before then. I'm confident that we wont get wiped off the map right now, or lose at all, there are tons of people with experiance in Civ3 plaing this, and I am sure they can out smart the AI.

No need yet to complicate things with these ideas for new positions. If the workload gets too much, we shouldn't rule out the idea of a Naval Strategist as distinct from the Military Commander. In such a case, we would need to decide on the relative powers of each of them - does the Admiral handle only the exact placement and the SMC dictates the general deployment/broad orders etc? Or do they have complete control over their own branch of the military and do they have to correlate orders, form subcommittes.....



Yeah, right. Let's not rule all this out, but it can wait at the moment. Who knows: Uber, maybe you won't have to worry about that eventuality - you could no longer be the SMC by then....

when PTW comes out and i start wh00ping ass in multiplayer, i may not HAVE TIME to be the SMC anymore.

Your term will have ended by then. And if you get reelected, isn't there a limit to howmany terms someone can run?

Just my two cents, but something many experience players will agree with, being that galleys are used mainly as explorers in the early game. so perhaps we can designate (as they are made), whether they are under the smc or the ie minister since some will be devoted to exploring around the world, unless of course we are on an isolated island. These will be for all intents and purposes unavailable for military operations. Lets face it would be want a galley brought back from half a world away, by the time it got there the war would be over.

Military advisor controls non-transports and units on transports (needless to say). CTED controls transports. Ships that are both offensive and transport are under the Military advisor's control.

i've actually considered the possibilty of pillaging our own improvements if the DIA CTED didnt cooperate
