Interesting. Maybe in conjunction with Pink? After all, in 60 turns, they're pretty much guaranteed to have some roads around Paris.
On the other hand, we have to time it right. Misjudge by a few turns and we'll end up having to cancel our ROP-- meaning other civs will be less likely to sign ROPs with us in the future.
On the third hand, if we end up warmongering, it may not matter what our reputation is. 
Edit: What a coincidence. The quote I got when I posted this was "Killing is stupid-- useless!" (One of the Trek quotes.)
