I honestly don't know if this would work, but give it a try and tell me how it goes, if you like. You could load a nuke onto a space plane, take the space plane right next to the city, and unload the nuke into the city. You'd lose the plane and anything else on it, of course, but it might be worth it.
I'm not sure if space planes can carry nukes, but if someone were to create a stealth bomber-like unit that can launch into space, I see no reason why this wouldn't work.
OR, try sending a spy or cyber-ninja up there on a plane. A spy-type unit for space is a good idea for a modpack.
