My capital with population of 7 is in Civil Unrest with 5 Happy Citizens, 1 Content Citizen, and 1 Unhappy citizen. The rules state that I need as many unhappy as happy citizens to go into unrest...what's up?

I just went in again to check and make sure and yes...the city has 7 citizens - 5 happy 1 content and 1 unhappy and the city is on fire. I also have another smaller city that is in the same situation.
I just bought the game... maybe there is a bug in my programming? Although I did download the patch from the CIV3 site.

Both of my cities that are in Civil Unrest have been in their current state for several turns and I can't seem to fix it by changing the luxury rate or making the workers into entertainers.

You can all stop replying to this posting. Lucilla was right.....I just needed to give the game some time to get out of the unrest after I made the changes.

I feel like such an idiot ! I've played Civ 1 & 2 and I should have known such a simple solution.
