I agree with Ren. Maybe it is OK for native speakers, but after first sight I supposed you could speak about all squares in the city perimeter.

As a rather skilled native speaker, I fully agree. The first time I built a supermarket I was pretty darned disappointed to find out that the obvious meaning wasn't the author's meaning. The wording should be changed to something like "the city square of every city" rather than "every city square."
