I avoided a mid air collision once by ignoring the instructions of an air traffic controller. I believed the 4 landing lights coming toward me at about 300 miles per hour before I considered his instructions to remain on course. Another time I was directed into a radio tower. This was in the United States. I think the blame for this will eventually be found to rest on the controller. A firend of mine said that all the planes turn into so many blips on a radar screen after a while and the gravity of the job sometimes gets lost in the routine of tracking blips and transponder data.
I am sorry that these kids died and I am sorry that the air traffic controller will have to live with this the rest of his life.
