Minimum/ Maximum Turns per Govt. Suffering from ads?

I am slighlty dubious about the current 'turn system'; it seems a bit 'touch and go'. For example, the current UCF government may get 25 (?) turns every month, which is relatively low in earlier ages, yet a DIA controlled government may get only 10 or 15 in the month. I have not seen any information regarding turn length, only term length; and this may give unfair power or control to a political party; after all, by having 5 more turns, a government can easily affect the course of history.
The changing turn lengths as the game progresses is another problem, in 3950 many years will pass between turns, wheras in 1939, a turn lasts for a very short time.
I know that the current system implemented in most 'succession' games goes something like, first leader (in our case, govt.) rules for 20 years, next for 10, next for 5 or something.
Maybe a compromise could be made for governments with busy ministers, so, a government in 4000BC must rule for at least 20 turns and not exceeding x amount of turns, and so on.

This issue may already have been addressed, and if so, please delete this thread and consider it boring spam.
If not, I think it is an important issue to address at some point in the near future.

My, this is quite the lot of boring spam.

We had a vote previously on whether to have terms based upon 'real time' or turn length. People voted for real time, because it's easier to schedule (for example, I know I won't be around anymore after August 18th, so I will be able to get nearly exactly 1 more term in as President, should I be elected. However, if terms were based upon a particular length of turns, it would be much more difficult for me to allocate my time and figure out when my term might end, or might not, etc.).
