yes, i've seen it work alot! They only retreat if they are getting their asses kicked, if both your horsemen and their spearmen have 1hp left it will stay and fight on to see if it can win.
I also think you need 1 movepoint left, so when your going to attack you can: Move once (1mp), attack(1mp), and possibly retreat (uses movepoint you have left, if you do!). But i'm not sure!

You can change it in the editor, but the default retreat chances are as follows:
Conscript 34%
Regular 50%
Veteran 58%
Elite 66%
Fast units never retreat when fighting other fast units.
Terrain and difficulty don't matter. I think units also don't retreat when their opponent only has one hitpoint left. But could be wrong at this point.

Well, it would appear that we have hit on something which DEFINITELY needs to be changed in one of the upcoming patches (or even in PtW!). A unit with 3 mp should be able to retreat from a unit with 2 mp-so long as it meets all of the other, previously mentioned conditions!! As long as this is not the case then I will not be able to do the mod I'd most like to do, that is: giving all units MORE movement points, so that they can travel further (I feel that the current MP's are too low!)
Anyway, hope they'll look into this!
