Armies not Forming Support Apolyton, buy Galactic Civilizations

This is a big problem I've been having:
I have leaders, but I can't get them to form armies.
I move one into a city. There are 3 military units there. I click build army, and nothing happens. What am I doing wrong? How do I load the units? Knowing me, its probably something very dumb.

So you can get the leader to turn into an army? Well, select one of the military units and click the 'load' button.

Help yourself to an AD-FREE life

Military units have to be loaded into the army AFTER you tell the leader to create an army. The army just sits there waiting for you to LOAD units into the army. It's like a naval transport after it's created except that you can not unload units after they have been loaded.

The LEADER just sits there (AFTER I press the build army button). I can't make armies out of leaders.
