A German member of the Civilization Webring Forum, Atlan, wrote (I translated it from German to English):
From the strategical point of view, CfC is a desaster and you can save nothing building this wonder.
A big city has 21 squares max, which will produce (hills and ocean squares included) about 40 trade arrows. You can add 3 trade routes with about 12. With a market place, a bank and a stock exchange you can multiply the result by 2.5 for gold and luxuries. A 10% tax rate will produce 52 x 0.1 x 2.5 = 13 (rounded) gold.
A size 21 city in Rep/Demo with a temple, coliseum and cathedral has 19-2-2-3 = 12 incontent citizens. For those you need 24 luxury trade arrows = 20 % luxury rate to keep them calm.
CfC makes 1 content citizen happy - that means you only need 22 luxury trade arrows = 20% luxury rate -> saved nothing.
But it looks better when celebrating:
It's very difficult to celebrate with a city size > 20 without happiness wonders, because of so many specialists. If you want to grow you should build CfC.

Of course I was kidding; I have built CfC a few times when willing to grow fat cities.
