Commercial has been improved, a few extra arrows per city and doubling the max cities bonus (reduces corruption).

Roman legions KILL Hoplites. And Immortals. They are the best overall early UU.

The only thing worse than spam is someone posting that something ELSE is spam - so lay off the stupid spam smilies.
(Then again, is someone telling the spam police to quit spamming spam spam? There's a riddle for you)

Persia, their supperior traits, & their Immortals shall still rule the ancient age, although, the Vikings, their traits (most likely Militaristic & Commercial), & their anphibous swordsman will be pretty kick-ass.

Well I played Rome tonight and 15 of my legions all died to one hoplite...wow that pretty devastating isn't it?

The chances of 15 legions dying to one Hoplite are astronomical, in fact so high as to question how the Universe could have ever formed.
Do the math, 50 Hoplite vs. 50 Legion, 50/50 attack defend. Legions own.

I think he was refering to that they stunk in the game and he wants to make them kick ass in the game, befitting how kickass they were in real life... but maybe i don't understand what your saying....
With that out of the way I agree with you, a Roman Legion would own any army of infantry of comaparble size well through the middle ages, until reliable gun powder fire arms were developed. Though they would lack sufficient defense against the later cavalry, due to the development of the stirrup and other riding innovations in Europe that made mounted warriors much more effective than their ancient counter parts (who often rode bare-back and guided the horses by tugging on their mane).
EDIT: Even then, though, a Legion would give a medieval army a run for its money. Now that I think about, perhaps Roman pilums (throwing javalins) would of been effective agains knights and the like? Not sure.
