If I wanted to create a wealthy civ, I'd pick the following gov. types as they become available:
1. Theocracy
2. Fascism or Ecotopia
3. Corporate Republic

Sorry, I meant Virtual Democracy instead of cyber democracy, and Ecotopia instead of Utopia, its been a while since I played CTP(I like SMAC and MGE so much better).
