IMHO the coolest flags are USA, UK and Spain. Both USA and UK have nice colors, an original and sophisticated (yet simple enough) pattern. In other words, they are just beautiful. As for the Spanish flag, although it is pretty simple, a pure combination of red and yellow colors gives an impression of joy and alegria.  However, if some other color gets mixed in together with red and yellow, it becomes horrible. I tell you, just horrible and tasteless. 
The Russian flag is nice despite being simple. But what bothers me is that it is extremely unoriginal. A lot of countries have similar-looking flags. 
Also let me mention that the Soviet banner is a masterpiece, IMHO. Yellow hammer and sickle on a red background looks gorgeous. Besides, there is a deep meaning behind this image. 
If I had to pick the worst flags, I would go with Germany and Belgium. For a red/black combo is persistently associated with a funeral in my mind.
