Why do some leaders not appear here (f4 menu(foreign advisor)) sometimes?

AND

Why can't all of my cities upgrade units?

When you play with 9 or more civs not all fit in the Foreign Advisor. To change the civs shown hold down shift and rightclick on the leaders shown/empty areas and selectother leaders.


on upgrades you need barracks in the cities and the cities need to be able to build the unit you upgrade to.

You also need harbors to upgrade ships and airports to upgrade aircraft

But even when i only have a standard map they sometimes don't appear. There's just a gap and when i move my mouse over it it goes red.

Have you discovered them yet? (Visually, on the map)

Have you wiped them out? (although this should not give you the red dot)
