SCENARIO: Odessa Lose 30 kilos (of popups)

This scenario created with v1.29. Due to some technical troubles i cannt test it. Please check the following:
1. Human can play only for Odessa.
2. The modern buildings works on ancient.
3. Is it too easy/dificult??

Is this a scenario? The only thing I can see is one lonely city with some improvements.

I loaded it, but ran into trouble. France was located just beside Odessa. Worse was that I couldn`t pay for the improvements in the city. I ended it there. But the changes you had made worked fine.
