Can a city flip twice? Increase the size of your Attachments

In the current game I'm playing, I've driven the Babylonians off their motherland, and what's left of them are two small island cities on opposite ends of the continent. Well, just to be safe, I parked most of my army in cities that weren't theirs. And when it flips, I take it back. What I'd like to know is can it flip again? Because at present I have no navy to utterly destroy them (best safeguard against flipping) and it won't be another 5-10 turns before my forces land on their islands.

Flips could happen more than once, but it should be rare.

The cities that might be in danger are the ones closest to their current capitol.

/Edit. and the ones they might subvert.

Yea, sadly that's true. Proximity to the enemy capital seems to be perhaps the most important factor in this Flipping garbage. That is especially so as the capital hops from one town to another no matter how many times you conquer their capital - meaning that atacking the enemy's capital is pointless - and that is just as goofy and non-historical as Culture Flipping itself.

I found the lack of any granular control on culture flipping to be astoundingly disappointing in this patch. Surely it couldn't kill them to include whatever variable is used as an editable entry we could configure...

I've seen one post (on CFC ) where it happened to them quite a few times in 1 game.

odd?
in my last game i founded a city near the enemy capitial. i pop rushed a temple and went about building other improvements.

waste made it hard, so i basically "forgot" about the city for a while.

it flipped to them, and i wasnt to upset so i went about my business.

about 20 turns later, it flips back.

i was in a Monarchy now, so i spent money to build a temple and a library.

it flipped back again about 50 turns later.

then not too long after it flipped back to be, and i just said "rebuff the rebels", because i dont care enough to do it again.

eventually i'll kill all the indians. then the city will be mine

I always try to build the library before the temple in such a situation. It has a greater effect on culture.

Take it back and give it away! Give it to another civ and make it their problem.

On those rare occasions that a city does flip away from me I make it a moral imperative to exterminate those inbred pagan halfwits! Bombard the city pop to 1, and then invade; razing if necessary. Or if all else fails, nuke the mutter plucking rock chuckers!

Yes, cities can flip more than once. I had an weird siruation in one game, where a city kept flipping between me and one other civ.
