If you have 1.29f and the scenario editor, you could probably make it yourself by downloading Trip's USCivilWar Scenario and changing all the units to WWI Era. I'm not sure about the map, though, you probably wouldn't be able to get to much of the Mexican or Canadian fronts and you would definitely not get the European Front.
