After some testing i discovered that you can allow workers to terraform coast(water) to land. But you can do it only if this coast tile Japan like or Holand like (all neighbor cells are land or coast).
In this mod workers on see transport may terraform coastal cells by pressing "plant forest" button.
To make this feature more usefull coastal cells allowed to contain luxury and strategic resources. Tile bonuses of resources enlarged.
This mod most intresting on maps with lots of small islands located near each other.

Notes:
1. If the coastal tile have neighbor sea cell, it will be flooded back.
2. To enlarge cost of raising enlarge movement cost of coast.
3. To enable raising from the begining you need to edit the rules:
Units->Galley change "Map making" to NONE.
Worker jobs->"Plant forest" change Engenering to NONE.
