Double checked that. Using the scenerio they are in, they do not appear in the drop down list of civs.
Opening the scenerio in the Editor, they are avialable for selecting which nations can build what units, but don't show up on the list when trying to set player data.
Using only the official V1.29 patch, none of the fan utilities from here.

Well, I feel stupid now.
Editor -- Scenerio Properties -- List of PLAYABLE CIVILIZATIONS!!
Helps if you add the new civ to that list.

I'll just go hide in a corner now....
