This is an excelent idea 
Now to work on the ground rules.
1-Instead of stopping at a number of cities, set a number of turns. 20 to 40 range will be acceptable. If one player gets marginal terrain, it may take longer to reach the 4 city level. Other players could be at 5-6 cities.
2-The Gamemaster will get from each player a plan of building/attack, based on the number of turns to be played. What advances you would research, what to build first.
An example:Cities are to be close, but no overlap.Build cities in forest/river squares were possible. If by beaches build if you can get water on three sides and a goods. If desert/mountains, look for more suitable terrain. Research and build aiming for Stonehedge(REL->AST->THEO), then WRITE. Set PW at 20% after building third city.
1st city;War/Phlx, Gran, Settler, wall
2nd city;War/Phlx,War/Phlx, Gran, wall
3rd & 4th cities;War/Phlx,Gran
Set first two cities Max Prod, 3/4 set to Max gold. Use gold to rush Granary builds were possible. Only investigate ruins with combat units, never leave a city ungarrisoned.
3-Any contact between civs will send the game to the players.
4-The Gamemaster will use best judgement for situation not covered by players' notes.
If we are able to get things ironed out, I'll volunteer to be the first Gamemaster.
