Settler AI modding question Got spare money?

I tried searching for a topic of how to mod the settler AI, I couldn't find any. Has anyone, or can I, mod the AI so that I can dictate how far a settler has to be from a cultural boarder in order to build a city? I figure that someone has already made a mod for this, I couldn't find one.

No you can't. Once a Settler is produced, it can build a city anywhere, except right inside another civ's cultural boundary. The only thing you can do, as of 1.29f, is select certain terrain that it's not allowed to build a city on, like mountains in the default game.
