can I suggest that if we do setup provinces and they try to promote themselves then we should have a contents page listing all of the and thier related thread. This might be a suggestion for our superior counterpart as well. don't deny they are not they are better than us they have subforums and trains probly those wierd thing that krammerman was talking about. Then again our forum is (so far) easy to navigatel. Sorry to the government but lets face it we are like a stone age warrior looking up to a edwardian missionay - its well, scary.

In Phoenetica our system let's each governor do their thing. And each leader can "petition" for their goals. However, in the Consitution situations in which Governor build queues can be over-ridden are outlined. Such as the Cultural leader can change the queue to Cultural improvments if a city doesn't control it's full 21 square work area, for example. Also Build queues can be over-ridden if a "spot-vote" or public vote decides to over-ride it.

There are also cases for the Military leader as well, during invasions.

We have no such "rivalries" in Phoenetica that I'm aware of.

Also, one could say the same thing for allowing Political parties.

Why should this create rivalries? It helps ALL cities to be connected to others; from defensive, offensive and corruption/waste standpoints. At the most competitive, Governors would want their province/cities to be recognised as cultural and population centres, but also for its loyalty to the needs of the nation as a whole.

And Spiffor - couldn't the (currently absent ) City Planner be the one who oversees the Governors and ensures that the peoples' will is followed by reviewing the proposed queues and providing reports to the people? They could also be the one who takes over in case of a vote for a more people-based queue, in the case of some emergency.

What if the empire needed a city to produce something specificly to help in a war or something... this is why the city planner or domestic advisor or something would still need to be necessary, to tell them what to build when there ius a specific need for something in a specific city.

Check out this thread (the top of the second page of this thread). I explained a basic system for how a governor system could work, along with other stuff. Most of it would be to radical to implement in this game though, perhaps next time?

In Phoenetica there's a system for overridding governors' queues if neccisary.

The following link is to the Pheonetican constitution, which outlines the cases where overrides are authorized.

Looking at the way the did it over at CivFanatics, I'd say that eventually it will become almost neccesary. However, I think that there should be fewer provinces (maybe 3), but each porvincial staff will have more clout as to the path the Prez takes if it involves their province, as opposed to direct power. For example, Governers would be able to set up a agenda for each turn, write it up, and post them in a turn thread. That way every one won't have to debate on whether to move a unit S or NE, the governer will take care of that stuff within his province. (leaving the cabinet to control the country in broad terms, i.e. set policy & goals, etc.)

Currently, yes. So governors would either turn the City Planner into an administrative job (overseeing and coordinating everything) or replace it altogether.
