I'm not sure either, but I wouldn't be supprised if they appeir after having some attacks (From UFO's maybe???), though still it doesn't make much sense...

Maybe its all part of the nuclear-free ordinances. Allow the army to base nukes near your metropolis and the Sims start digging their survival shelters
