To ilegally ocupping German land is a declaration of war. This is the last time German warned Britain: move out the army or the German army will answer. Germany will study the offer in detail, but this exchange of three german cities for two british cities doesn't sound fair. However, German is very concerned with peace and equillibrum , and will study in detail the Briatin offer. Germany also want to state that no exchange will be done with the menace of the british army in our border.

The three German cities are of not great size and are of no strategic worth to Germany. The consolidation of Deutsche Ostafrika for Germany would be a great revenue, as would be the consolidation of South Africa to the British Empire. We ask that the Germans make up their minds soon.

First of all, we want to acknowlegde the French effort of Peace. We suggest to Britan a counter treaty: the tree South African cities of Germnay will be exchange for the two english cities of Deustche OstaAfrika AND the city of Cape Coast.

The fact is, Mombasa and Nairobi are important centres of culture and trade, but bear no significant strategic purpose to Britain.

Likewise, Luderitz, Swakopmund and Windhoek are still no more than glorified military camps, of no significance to Germany economically or strategically.

The transfer of Cape Town is non negotiable.

Germany then welcomes the pact, even without Cape Town, but we need to work on details:

1) Buildings inside cities must be not destroyed.

2) Civ2Diplomacy for PBEM is gonna be used to do the city changes (so no building will be destroyed).

3) Italy must subscribe the pact (Germany knows that Italy supports it, but we want that Italy will write it down publicly)
