Here is the basic setup for the assaults. The city of Rouen moved the LZ a bit, and makes each galley trip 1 turn longer. It also means we have to violate French territory for 1 turn each time we make a drop or come back. I'll let the Diplomatic people handle when to declare war but I hope these Border invasions will still be during times of peace.
We only have 2 galleys, and that means a max transport of 4. We are moving 8 Swordsmen to the LZ, meaning we have to make two trips.
Here is the frist trip and the # of the turn the move will end on.
Red is the gallys (gallies?)
Green is the unloaded Troops.
Blue is the Orleans stack.
In this first image, you see the Galley stack moving 3 times and unloading 4 swordsmen SW SW of Rouen. Those two swordsmen head NW NW after landing, and end up there 5 turns after the start of the plan.

here are the "in border" manuevers.
The Paris stack (8 swordsmen) is moving on mountains. 100% bonus for defense makes them have a defense of 4, basically making any enemy swordsmen / horsemen pre-emptive attack nothing to worry about. The stack approaches Paris from the south, bypassing any river near Paris, taking the smallest amount of "in border" turns.
The Orleans stack (5 Archers 1 Spearman, I'd like another spearman if possible) is on a jungle for a turn, giving the Spearmen a defense of 2.5. It then moves onto the open grassland with no defensive bonus, and horses. Worst case Scenario: all archers die (not likely). Spearmen can Pillage the road and deny the French horses.
I suggest doing the Orleans assault first, then Paris. I've noticed the game "helps" capitals a little bit when it comes to defense, and I dotn want the capital to move to Orleans and have to take it twice.
If we acquire Engineering before we start the war (or before the 14th turn really) we may want to move some of the unused swordsmen NE rather than N (into Paris). We could move swordsmen into Orleans in 2 turn if the need be from that tile.
MY question is where will the Capital move? I'm not to good at predicting that. Will it go to Rheims because it was founded before Marseilles? or will it go to Marseilles because it has more culture?
IF it goes to Rheims, we'd have to take it. It's an objective city. 
Marseilles is just a hopeful objective.

I think 14 turns are to many. It's better to produce a blitzkrieg and we attack Paris only with 4 swordsmen.
