You can place units and cities for civilizations or for players. In the player properties tab you can select which civilization is assigned to each player, if you want to. With this approach you can assign a different starting era, different starting government and more than four starting techs for particular civs, but only one civ can be played by the player. If you set the Civilization scroll down menu to 'Any', then the player can select any of the available civs to play. However, you won't be able to assign specific starting techs (beyond four), governments and eras to specific civilizations.

This is incredibly annoying... I have been slaving away trying to make a scenario (A real scenario) and now that i have my map and cities placed, and am trying to give the civ's their uniqueness... I am getting quite disgruntled...
May have to just make 16 separate files, that's simple, but annoying if anyone wants to play...
