How do you give the player a choice of civs? Inflate your Upload Space

Probably a stupid question, but what are you supposed to do in the player setup to let the player choose which civ they play as? I have the old Civ2 Rise of Rome scenario translated over, but Rome (player1) is always the civ you end up with. The only way you can play someone else is to tick them off in the player setup. If the player box isn't ticked for anyone, you still get Rome. I'm sure I made a scenario once where I didn't have this problem, once you picked the scenario, you actually could pick between the two civs.

Anyway, thanks for any help.

Avatar Enlargement: We've got the solution

Leave all players on any Civ in the player tab, although this makes it so you have to have a map for each Civ to have diferent starting units.

Okay, that doesn't help at all with my particular scenario, but thanks anyway. I think I'll just make 7 files and in each one a new civ will be set as the player.

Support Apolyton, pre-order Civilization IV

You can place units and cities for civilizations or for players. In the player properties tab you can select which civilization is assigned to each player, if you want to. With this approach you can assign a different starting era, different starting government and more than four starting techs for particular civs, but only one civ can be played by the player. If you set the Civilization scroll down menu to 'Any', then the player can select any of the available civs to play. However, you won't be able to assign specific starting techs (beyond four), governments and eras to specific civilizations.

This is incredibly annoying... I have been slaving away trying to make a scenario (A real scenario) and now that i have my map and cities placed, and am trying to give the civ's their uniqueness... I am getting quite disgruntled...

May have to just make 16 separate files, that's simple, but annoying if anyone wants to play...
