You don't need to register your party or anything -- just start a thread saying what your name is and what you stand for and you are a party.

Most parties keep their memberlist in their main thread, so it's easily accessible. There's also a thread for party memberlists and platforms here. None of it's officially mandated, but that is the thread most people look at for information on the parties.

For the Consul idea, feel free to join in in the debate on the Constitution which is now taking place.

do you mean you want to have councels within your party? i guess you can if you want, but i dont know if you'll get that many people. the largest party (P4) as it is only has 6.

if you want to create a party, just post a thread, and people will join (if they want).

you could look at the existing parties, maybe they fit your ideals, you may want to look at the Sub-faction for Science and Knowledge (SSK).

Let's see where the SSK stands on your points:

1. A stress on research.
duh.

2. Superior Training
it could fit in the party program

3. More powerful covert operations system
oh, we definitaly want that

4. Industrial might
The SSK stands more for Scientific might, but Industry and Science are closely related, they cannot exist alone

5. Less emphize on family life
SSK has no stance on that.

6. Live and let live policy with planet
If it fits our scientific goal

7. Indivdualism
no official stand on this yet

8. Forceful oppresion of any and all insubortantes
well, we are one of the few (if not only) that do not completely rule out atrocities, and i suppose you're talking about nerve stapling here, which is an atrocity.

it's pretty definite in the constitution that the governement may not control the press

You're a bit late with proposals on how the government should work, there (almost) already is a government structure, and the SSK is happy with that one.

You might want to chck out the Fundamentalist Faction as well... if you can stomach the rhetorics.

Research is a means to an end, but we're all for it.

Fundies at least claim to have these values.
