IDA
Intelligence and Discrete Actions
Mission Statement
This secretive office is responsible for employing means necessary to help the Apolyton C2MSDG Team win the Civilization II game.
Duties
To supply the Government with the best information possible about our competitors, whether rivals or allies.
To protect the information of the Apolyton Team and make sure we are safe from rival agents.
To provide the Government with further ways of dealing with the reality of the game outside the game itself.
Structure
The IDA will be headed by the Minister of Intelligence. He is nominated by the president and this nomiation is put forward for the people's approval.
The MoI will then choose Team members with proper profile and abilities to serve in the IDA. His choises will all serve under the same rank and will be left secret. No one but the MoI should know whether another person is an IDA operative.
IDA operatives will work according to the missions assigned to them at the discretion of the MoI. It is advised to avoid cooperation and sharing information between IDA operatives. They should not know who other operatives are.
Command
The missions will be assigned and planned by the MoI according to the goals set forth by the President and the Government.
The President and Government shall not at any time give direct commands to the MoI or any IDA operatives.
The MoI in his turn, shall never disclose the way of work of the IDA.
Liability
If any IDA operative or operation is subjected to exposure scrutiny he shall lose his IDA status, and will be punished according to acceptable law for the offenses committed.
If the IDA is exposed to have committed an illegal act, which breaches the trust and rules of the C2MSDG, the current IDA shall be dismantled, the MoI shall be fired. A new MoI will be appointed and he will create a new IDA.
Secrecy
The IDA may at the discretion of the MoI at time commit unusual acts. It is responsible for the safety of the Apolyton Team and its well being.
Due to that, it must remain secret outside the Apolyton Team forum, and preferrably not discussed once active.
Furthermore, no operative or anyone pretending to be an operative is to be trusted.
Operatives may not expose themselves or they shall lose status and will be penalised.
If a citizen is approached by someone claiming to be an Operative and is asked for help - he should inform the MoI immediatelly. This is either a rogue agent, or an irresponsible IDA operative. In either case - he should be taken care of.

I'm against this, for two reasons.
1. It breaches the basic trust and rules that are necessary to make this game work.
2. We have nowhere near enough players. We already lack enough people to fill the existing ministries.

I'm against #1, you don't think there doing the same thing? I'm with #2 because for that reason.
