The default number of civs in the single-player game will not be changed in PTW. Thus, you can have 4, 6, 8, 12, or 16 civs (including the human player), depending on world size. Using the editor, you can increase the number of civs allowed on any world size to 31 (including the human player).
For multiplayer, we are still working on determining the max. civs allowed but it will be no more than 8.
Note that the barbarians are not taken into account in any of the above statements; if you consider the barbarians a civ, then add 1 to each of the previous numbers.

I just want to clarify..
so the editor will allow us to create and place up to 31 Civs on a map - right?
Does this mean all 31 Civs will be able to play in one game or does it simply mean we can choose from amongst 31 Civs?

Yes, you can create and place 31 civs on the map. Using a scenario or mod, you can play 31 civs in the single-player games.

Thanks for the info, two questions:
1. Is it possible to have a multiplayer game with computer controlled civs attending, for example to have 4 human players and 4 computer players? I assume computer controlled civs can be part of a "classic" multiplayer game, but I somehow doubt this will be possible for "exotic" modes like "Regicide", as this should require a new AI (but as Soren is not part of the PTW team this probably is not possible).
2. What happens if there is a scenario for more than 8 players and you want to play it in multiplayer? Does PTW reduce the available civs automatically or does it refuse to play the scenario?

We are still working on determing which multiplayer modes will have the AI available.

Any game played in multiplayer can have no more than 8 players, whether they are human-controlled or AI-controlled. If you attempt to play a scenario with more than 8 player slots, the number of available player slots will be reduced to 8 and each player will be able to select from among all player slots as their civ. For example, if you attempt to play a 16-player scenario, you will be presented with 8 player slots but each player can choose which of the 16 civs in the scenario they are playing. So you will only get 8 of the 16 players but you will be able to select which 8 of the 16 are in the game. Note that the maximum number of players in multiplayer has not yet been determined but will be at most 8.
