You're right, Germany has two cities (Berlin with 8 pop and Frankfurt with 7 pop) which can produce military units fast.

I would love to actually look at the save (particularly our exact troop strength and locations at this time, and whatever we know about our enemies), but for some reason both the save files in this thread cause my civ3 to go boom.
I gets to 100% loaded then stops, the CD spins up, and I get illegal operation in sound.dll (it doesnt matter if sound is on or off either) It only happens with these two saves, all my saves are fine, all the older apolytonia saves work, so I dont know.
In any case, if someone wants to actually draw up a tactical map showing just cities & troop strengths (ours & known enemy ones) that'd be cool. If nothing else just a simple list by closest city would work (ie. 3 swordsman near Paris enroute to Orleans or such)
Its hard to make actual knowledgable assessments without that sort of exact information.

Thanks, Ill wait until its posted though. I might try re-installing civ3 tommorrow to see if that fixes the loading problem, though I dont expect it to since only these 2 saves have problems.
