I've been gone for quite a long time, lurking here and there, and I've noticed a new forum here...
What exactly is behind the concept of a "Democracy Game"? I know the concept of a succession game and PBEM game...but what's up with the democracy game? Do a bunch of players decide what the units/cities do? Who plays the game? Is there a thread with the concept?

I see...so then each minister adminsters each aspect that they're in control of or do they play out the whole turn?
