Wining by the vote of the Galactic Counsel? Support Apolyton, buy Civilization: The Boardgame

At MoO 2 there is the possibility to win the game being voted as the ruler of the galaxy but I would like to know if this option is disabled in multiplay. We often colonized the whole galaxy but never was such a voting held. Are there any elections in multiplayer-mode? Does anyone can help me on this one?

I believe you don't get votes in MP unless you have a majority of participating AIs. But my MP Moo2 experiece is all of ten games, so perhaps someone else will set me straight.

I know I've seen votes in a MP game with 2 HPs and 6 AIs, though.

In all the hotseat games I've played with others, I've never seen an election get held.
