I think he is saying that the AI of SMACX was better than the AI of Civ3. While there are many things I can point out that I like from SMAC better than Civ3 (diplomacy), I disagree with this. The AI in SMAC was much worse to the point of being a push over.

My last game, I won a standard Regent (so sue me, I like Regent) level game and got a spaceship victory only fighting barbarians. War is not obligatory, just easier.

I like those peaceful games. I wish there was an aggressiveness setting in the editor to make the AIs only go to war when they're attacked.

with some modding the AI can come out of the corner on a nice way , ....

but then again , it does only so in a small way , ....

we should be able to see a good AI with PTW , ...

Yes, I think the AI should start with puting 1 fortress and 1 fortified unit on top of each of it's strategic resources (it's only 8 resources after all) because as it is I can leave the sucker with no oil or rubber very easily using bombers and carriers.
