What do you see as the meaning and bases of the "Special Relationship" between Britain and America?

I agree with this statement

Britain should go to war on the basis of a moral imperative and national strategic necessity, not because we owe it to America to do so.

I think by special relationship means that the nations like eachother

but they are still (independent) nations and should put their own health first

I think it is more healthy for Britain to support us, but that is a different issue all together

"Oh, hello, George."
"What, you want to discuss foreign policy?"

"Yes."

Another typical day of the special relationship. But then something changes. Blair stops smiling, tightens his eyebrows, straightens up and sternly intones

"NO!"

and closes the phone.

Aides come to room. "You said no..." "How dared you?" "I wouldn't have dared to say no..."

Blair kicks back, smiles a bit, puts his hands behind his head and answers:

"Well, George just wanted to know whether I have ever noted any disrepancies in our warm and cordial relations."

The article suggests that Blair first consult the British people on whether to support the US in this or, I presume, any action that the US proposes. I presume the same is true in reverse - that if British interests are at stake, that an American president first consult the American people before supporting Britain.

But, if you think about it for a second, such is not an alliance.
