... I am speechless. I didn't know it was possible to submit to someone who has been your pactmate and hasn't been involved in any military action against you... is there any precedent for this?
Does anyone here have Tau Ceti's email address? I would like to ask him about this...
If ya'all want to gang up against me that is fine, I am just curious about how submitting to another faction works.

As far as I can remember, this is the first time the submission clause has actually been invoked, so there is no precedence either way, really. However, I think this is quite acceptable, for several reasons: - There is still a cost involved, as the submitting player gives up his chance for victory and will count as defeated by the eventual winner for the purposes of bonus points (though he will not lose 1 point directly);
- Thus, the situation must be desperate enough that the submitting player feels the situation is otherwise hopeless. It will generally be preferable to submit to an ally rather than an enemy, but keep in mind that allies will often help each other out in any case and that demanding submission before sending help could be considered rather unfriendly. Also, a player might not have any allies. Thus, there are still instances where submitting to your conqueror remains the best (or only) option;
- Perhaps most importantly, it would be no problem for any two players to engineer a status of vendetta for a turn or two, and it is impossible to base a rule on a case-to-case judgment of whether there have been 'sufficient' hostilities to satisfy a possible submit-to-the-enemy-only clause.
So in conclusion, I say you can submit to anyone you wish. My reference to the 'conqueror' in a reply in the rules thread should thus not be understood as someone who is necessarily actively occupying your territory, but rather as your 'master' in the new submissive pact.
(Though I admit I had not thought of this situation before it came up in this game!)
