There is only one way to forcebuild a wonder. You can send a leader to the city which builds it and tell the Leader to complete the current Buildingüproject (after which the leader is expended).
There is noch way to hurry a wonder with Gold, as you could do in the other Versions of Civ.
The Chance of trespassing Nations declaring war depends on a number of factors. the most important factors are, how weak is your Military in Comparison to theirs and how many Units are within your Borders.
The weaker your military and the greater their number of Units within your Territory the greater the possibility, that the AI declares war if given the choice between leaving and declaring war.

I think, it´s the same if you trespass the Lands of the AI.
If you have a great Army and the AI is weak, it is less likely to declare War.

About the demands the AI makes: mostly, an AI civ will only threaten you if their military is of approximately equal to or greater strength relative to your own. If a civ that has a military that is larger than you demands something, they expect it to be done. If you refuse, they almost always declare war. Similarly, the AI sends a signal to you by tresspassing on your land that they consider you to be weak and an easy target. In either case, the solution is to build up your military.
Edit: The individual nationalities of the civilizations play no role in their attitude towards you (though some claim that Gahndi is a very vindictive leader, and will backstab you and attempt to destroy weaker civilizations whenever possible).
