Will the patch update a game currently in play or will it update the next game you start?

Most of the patches HAVE worked with old games. I don't know about this one though. In previous cases there were often glitches. Modded games are much more likely to fail as many of the mods will fail, new game or old.
I recommed either finishing the game you are playing first or giving up on it. Comercial is MUCH better and now getting a city into WLTKD can make a big enough difference to make cities with corruption problems at least begin to produce their own improvement. WLTKD only helps with shield production though so don't expect it to help with money. Don't expect miracles though, corruption is still supposed to hamper you if you have a lot of cities. Its just a bit easier to deal with not gone.
I hear the editor is much improved but I don't use it myself.
