deleted planetary council proposal Support Apolyton buy from Amazon

There seems to be a deleted planetary council proposal in alpha.txt. I put it back in and everybody voted against it and wouldn't change their minds. What does it do?

There is no indication of what it may have been.

FWIW, from Prima's "Strategy" Guide, APPENDIX C: CUSTOMIZING, REMAINING SECTIONS:

Nothing is said about adding new proposals. I suppose you could add some by simply inserting more lines in the correct format (Proposal, Prerequisite, Effect), but they wouldn't do anything other than provide another opportunity to assemble the Council.

You can create homourous council proposals, just for the fun of it - "who is the hottest faction leader?" etc.
