Sadly, im ashamed to see that my mongol neighbor is barking up the wrong tree again. Please note, if the mongols want to be trusted, they will back down from there statements. Saddam does not fear, a mongol invasion, or the mongol nation for that matter. Despite these threats, the settlements will go on as planned. The mongols have plenty of mountains themselves, therefore, as long as our workers to not squable over land (Which they shouldnt because the city will never grow size 2). There shouldnt be a dispute here...

There will be no withdraw, and please keep in mind Dugrik, the consequences of an attack.. The combined troops of Assyria and Eygpt have the power to break any attack you send forth.

Your aggressive stance on issues, such as settling unsettled land, are angering the Religous assembly in Baghdad ...

The treachorus Mongol leader has decided that he would move his forces out unto the fertile plains below the mountain and attack the helpless workers who barely make enough crops for the children in the mountain above. Enlight of the savage attack, Saddam ordered the city be disbanded, and rebuilt several miles to the west, Before any lives were lost to the Mongol scum.

Saddam also ordered heightened military alert, in case of a mongol invasion, or incase we needed to destroy maruading mongol warrior east of Calah. Please note dugrik, you have 3 turns for that warrior to leave Assyrian land. If they move any closer, they will be killed on the spot ...Fortify, and he will be killed. You know which warrior im talking about, the one that has turned my settlers back from the oil fields.
