Try this
Unistall
Delete the Civ III folder
If you want to keep your present saves copy them to somewhere else, same for the highscore file
Reinstall
Install the 1.29 patch
Upgrading to XP without reinstalling the game can cause problems.
If that doesn't work.
Update you video drivers
Update your sound drivers.
Upadate everything you can think of.
And yes you may have a Safedisk II problem in which case a newer CD player might take care of it. If you have a DVD player and CD burner try installing from whichever you didn't install it from.

More like 512. I have 448 on mine, and my memory manager tells me that Civ III is still almost redlining my RAM. Just sitting doing nothing, XP can use up 256 meg.
And yes, pinball, you'll probably have to uninstall/reinstall the game. At least I did when I upgraded. Also make sure you have all the latest drivers for your gear.
